Municipal heat planning is a key element for many cities and municipalities on the path towards climate-neutral heat supply. However, municipal heat planning is not an isolated planning process, as its implementation affects everyone within a municipality. In this context, we are interested in how cooperation between administration, politics, municipal companies, and other local stakeholders is usually organised.
MODULDREI is currently conducting a short survey together with WiR Solutions GmbH. The focus is on questions such as which accompanying committees, steering groups, or stakeholder networks are active in the context of municipal heat planning, how they work, and what role they play in particular in the transition from planning to implementation.
The results will be presented at HEATEXPO 2026.
