Many municipalities and cities have created an important basis with municipal heat planning: the supply area has been defined and the heat plan is in place. The key question now is: how can this be turned into an economically viable, legally sound, and technically robust project that can actually be implemented?

In this expert presentation, AVAT will show how municipalities — particularly small and medium-sized ones — can be supported holistically on the path from planning to implementation. The focus is on the interaction between municipal interests, technical solution concepts, economic viability, funding opportunities, financing, and suitable operator and partnership models.

Using a practical example, the presentation will demonstrate how heat planning can be turned into an implementable supply concept: from evaluating suitable generation and supply solutions to funding applications and simulations, all the way to system integration and operation. It will show how partnership-based solutions on equal terms help bring together technical, commercial, and legal requirements.

Finally, the presentation will show how intelligent heating systems, digital networking, and flexibility options such as heat and battery storage can support efficient, secure, and economically viable operation in the long term.
