For years, the heating transition has been innovatively described as a “holistic challenge,” so this concept is not new—yet despite countless concepts, studies, and presentations, actual implementation continues to fall short of this aspiration. This presentation analyzes why a holistic approach is often not achieved in practice, even though it is emphasized in nearly every mission statement, every plan, and every political strategy.
Drawing on concrete experiences from more than eleven municipal heating plans, several feasibility studies, and numerous follow-up steps by the BEW, this presentation highlights where systemic gaps arise: at the interfaces between sectors, between political levels, between the quality of approaches, and between planning and actual implementation.
The presentation highlights typical misconceptions, structural barriers, and inefficiencies that stand in the way of an integrated heating transition—while also presenting potential solutions for how a holistic approach can actually be operationalized and translated into real-world projects.
