China’s Tobacco and Nicotine Industry in Transition: 2027 Outlook

China is entering a period of significant change across its tobacco and nicotine sector. It remains at the centre of global e-cigarette research, manufacturing and supply-chain development, while regulatory evolution, industry restructuring and international competition are reshaping the sector.

As governments worldwide strengthen the regulation of e-cigarettes and intensify action against illicit trade, China’s central role in global e-cigarette manufacturing is making it an increasingly important part of international regulatory coordination and cross-border enforcement.

At the same time, developments in heated tobacco, nicotine pouches and other product categories are opening a new stage for the world’s largest tobacco market. China National Tobacco Corporation (CNTC) is also accelerating its international expansion and broadening its product portfolio, introducing a significant new variable into the global tobacco and nicotine industry.
