Climate-Neutral Infrastructure in Transition—The Role of Heating Planning

Alexander Steber, Key Account Manager at MaxSolar GmbH

The presentation shows how municipal heat planning can lead to concrete infrastructure projects. It starts with status quo and potential analyses, target scenarios, and implementation strategies, from which feasibility studies, operator models, financing structures, and citizen participation concepts are derived. The foundation is reliable data for well-informed investment decisions.

A key focus is the digital twin, which brings together building data, investment and operating costs, and supply options. This makes it possible to identify centralised and decentralised heating areas and assess the economic conditions for heating networks — including often underestimated potential in rural areas.

Using the projects in Bundorf and Marktl am Inn as examples, the presentation explains how MaxSolar implements sector coupling in practice: electricity from ground-mounted photovoltaic systems and wind power is converted into renewable, secure heat supply via large-scale heat pumps, electric boilers, storage systems, and wood chips. The presentation also shows how solar parks, heating networks, charging infrastructure, citizen participation, and municipal value creation interact — and what role data centres can play in the future as sources of waste heat and revenue for municipalities.
