Municipal heat planning is much more than dividing areas according to fixed indicators. The presentation shows why standardised criteria alone often fall short and why each municipality needs to take its individual framework conditions into account.
Using practical examples, it explains which factors determine the success of heating networks — from local conditions and the active involvement of citizens to the question of who can operate a heating network economically in the long term. Especially in rural areas, cooperative operator models can offer a viable alternative to traditional energy suppliers.
The presentation makes clear that smaller or more fragmented areas can also offer potential for a heating network — provided that planning, stakeholder involvement, and the operator model are considered together from the outset.
