A Holistic Energy Transition: Much Discussed, Rarely Achieved—What Finally Needs to Change Now

For years, the heating transition has been innovatively described as a “holistic challenge,” so this concept is not new—yet despite countless concepts, studies, and presentations, actual implementation continues to fall short of this aspiration. This presentation analyzes why a holistic approach is often not achieved in practice, even though it is emphasized in nearly every mission statement, every plan, and every political strategy.
Drawing on concrete experiences from more than eleven municipal heating plans, several feasibility studies, and numerous follow-up steps by the BEW, this presentation highlights where systemic gaps arise: at the interfaces between sectors, between political levels, between the quality of approaches, and between planning and actual implementation.
The presentation highlights typical misconceptions, structural barriers, and inefficiencies that stand in the way of an integrated heating transition—while also presenting potential solutions for how a holistic approach can actually be operationalized and translated into real-world projects.

Konstantin Pierratos (M.Sc. Durch seine Arbeit in Machbarkeitsstudien, Transformationspfaden und BEW Folgeschritten verfügt er über ein tiefes Verständnis dafür, wo kommunale und unternehmerische Prozesse systemisch scheitern und welche Lösungsansätze tatsächlich funktionieren.

Neben dem Wärmesektor ist das Unternehmen in Projekten zu Photovoltaik, Strominfrastruktur und Energiesystemintegration tätig und arbeitet mit einem breiten Spektrum an Akteuren: von Gemeinden und Energieagenturen über Unternehmen bis hin zu lokalen Gruppen. Die praktische Erfahrung in allen relevanten Sektoren ermöglicht einen echten ganzheitlichen Blick auf die Wärmewende und deren strukturelle Herausforderungen.

Konstantin Pierratos (M.Sc. Physics) specialises in the planning and implementation of municipal heating strategies and, in recent years, has supported over eleven local authorities – including several associations of local authorities – in shaping the strategic direction of their local heating transition. Through his work on feasibility studies, transformation pathways and follow-up steps under the BEW scheme, he has gained a deep understanding of where municipal and business processes fail systemically and which solutions actually work.

In addition to the heating sector, the company is involved in projects relating to photovoltaics, electricity infrastructure and energy system integration, and works with a wide range of stakeholders: from local authorities and energy agencies to businesses and local groups. This practical experience across all relevant sectors enables a truly holistic view of the heating transition and its structural challenges.
