We will examine ongoing changes, including our view of the US approval of flavoured products, and the EU developments, which will become a global benchmark and shape the industry for the next decade or more. We will also highlight the growing polarisation of the international panorama, with some markets opening and others closing to new alternatives.

Pablo Cano Trilla leads the legal analysis team at ECigIntelligence/TobaccoIntelligence, currently providing legal and policy tracking for more than 100 countries worldwide, including all US states and other subnational jurisdictions. He holds a Master of Laws (LLM) with Distinction from the University of Aberdeen and holds degrees in law and political science from Pompeu Fabra University in Barcelona and Madrid University.

He previously served as a Parliamentary Assistant at the European Parliament in Brussels and is a qualified attorney who practiced at a Spanish law firm. Pablo has worked as an analyst in Mexico, the UK, and Spain, specialising in highly regulated industries.

For over a decade, he has worked as a legal researcher and analyst in the tobacco and nicotine sectors as part of Tamarind Intelligence. As head of the legal team, he is committed to delivering impartial and objective legal and political analysis that remains entirely independent of any stakeholder influence — including companies, governments, or NGOs. His work ensures a balanced perspective, offering clear insights to clients such as corporations, governmental bodies, tobacco control NGOs, and academic institutions around the world.
